INTERNATIONAL LEGAL FRAMEWORK, FORMS AND SIGNIFICANCE OF COOPERATION BETWEEN STATES IN THE FIELD OF EDUCATION: THE EXAMPLE OF THE REPUBLIC OF KAZAKHSTAN AND THE REPUBLIC OF KOREA

Abstract

The article provides a comparative legal analysis of the mechanisms of international legal regulation of cooperation between states in the field of education using the example of the Republic of Kazakhstan and the Republic of Korea. In the context of globalization, international educational cooperation is becoming an important factor in the development of human capital and increasing the competitiveness of national educational systems.

The research is aimed at identifying the features of the legal regulation of international educational cooperation and the mechanisms for the implementation of international standards in the national educational systems of the two states. The paper examines the international legal foundations of educational interaction, including universal norms of international law, documents of international organizations and agreements regulating academic mobility and recognition of educational qualifications.

Special attention is paid to the analysis of national legislation and institutional models of educational system management. A comparative analysis shows that Kazakhstan is characterized by a more centralized model of government regulation, while Korea uses a decentralized approach based on high university autonomy.

Despite the institutional differences, both countries are actively developing academic mobility and international cooperation in the field of higher education. The results obtained can be used to improve national legislation and develop international educational partnerships.
