Abstract

The article examines the current legal framework for seismic safety in the Republic of Kazakhstan. Its purpose is to identify the content of the legal mechanisms used to protect people and assets from earthquakes, consider issues arising from their coordinated implementation, and propose directions for further regulatory development. The methodology combines formal legal, systemic-structural and functional methods, including an analysis of statutory instruments and a comparison of their regulatory scope. Particular attention is paid to Chapter 8-1 of the Law of the Republic of Kazakhstan “On Civil Protection”, Article 34 of the Construction Code, and legislation on technical regulation. The analysis shows that the current framework expressly links seismic safety with seismic hazard and risk assessment, seismological monitoring, seismic zoning, earthquake-resistant construction, and the strengthening of existing buildings. The effectiveness of these mechanisms, however, depends on consistent risk-assessment procedures, the use of zoning maps in planning and design decisions, data exchange among responsible institutions, and systematic assessment of the existing building stock. The article proposes clarifying interagency procedures, developing a unified methodological approach to seismic risk assessment, and improving the traceability of decisions based on scientific data. The conclusions are based on legal analysis and do not replace engineering assessments of specific territories or structures.
