DIGITAL INEQUALITY AND THE ROLE OF THE UNITED NATIONS IN SHAPING INCLUSIVE HUMAN CAPITAL

Abstract

The article treats digital inequality as a factor that shapes the accumulation and realisation of human capital and assesses the contribution of the United Nations system to reducing it from an institutional perspective. Drawing on the three-level model of the digital divide (access, skills, outcomes of use) and the capability approach, it compares the latest data of the International Telecommunication Union and UNESCO with the normative and programmatic instruments of the UN: the 2030 Agenda, the Roadmap for Digital Cooperation, the Global Digital Compact, the Giga initiative, UNESCO's policy on open educational resources and the UNDP Digital Strategy. The analysis shows that narrowing the connectivity gap does not by itself secure equality in skills and in the benefits drawn from technology, and that the UN's role is mainly normative and coordinating, so outcomes depend on national policy. The article substantiates a multidimensional model that combines infrastructure, digital competences and institutional guarantees of equal participation in the digital economy.
